Citizen Service Center

 

We will be holding numerous meetings and workshops throughout this project to solicit input and comments from the public. This effort is extremely important to the success of the Woodbine/Chumuckla PD&E Study. Details of the meetings are outlined in the paragraphs below.

 

These two meetings (one with staff and one with the BOCC) were both introductory in nature. Their purpose was to explain the study format and methodology; and to solicit any preliminary issues and concerns.

The staff meeting was held on March 1, 2005 and focused on the technical study work outline, coordination responsibilities with county staff, and development of the study schedule.

The BOCC meeting was held on May 9, 2005. Key issues identified by the Commissioners at this public meeting included:

  1. Identify funding sources to implement the study recommendations.
  2. Improve safety and traffic flow, especially at the 5 point intersection.
  3. Identify overall growth patterns and recommend a network of transportation facilities that will accommodate the growth.
  4. Community needs are very important.
  5. Any property owner impacts should be clearly identified and addressed.
  6. Consideration should be given to both local and area-wide stormwater improvements.
  7. Any needed retention ponds should be located in non-productive areas.
  8. Access management and capacity analysis are important issues.
  9. Improvement alternatives must be evaluated for right-of-way impacts and costs.
  10. Determine the need for any additional north-south roadway corridors.

Rezoning

  • County Commission should STOP all rezoning from agriculture to 4 dwelling units per acre(3)
  • It is counterproductive (traffic flow wise) to rezone to highway commercial development areas-especially junctions such as Woodbine to Guersney. The only north/south roads in this study area. Please keep me informed(16)

Drainage

  • County must fix the drainage problem from Woodbine Rd to Woodbine Springs Lake!(3)
  • The drainage on Woodbine Road needs addressing since the 3-lanes have been completed. The April rains, while historic, showed the inadequate ditch drainage system which resulted in significant soil run off Woodbine Springs SD’s Lake(6)
  • Drainage issue also needs to be handled on Chumuckla just north of Giddings Rd(7)

Land

  • County should buy the IP land and use it for Schools, Parks, Light Industrial, etc.(3)
  • More emphasis on Community in Road development (bikes, walking etc)(21)

Safety

  • I would really appreciate the county commission looking into making Gursney Road safer as well as looking at making a straight shot road going east-west between Woodbine and Chumuckla. I would also like to see two right-turn lanes from Woodbine onto HW90(4)
  • Power Pole sign issues of US90 and Chumuckla going west to north turning from US90 to Chumuckla(18)

Traffic

  • US90 Banner Concept(15)
  • West Bound Berryhill Rd intersection at Chumuckla Rd back-up during peak hours, the traffic light at 5 points restricts movement(13)
  • Paint turn lanes on Woodbine-would perhaps cut down on center-lane traffic trying to pass (illegal)(19)

 

The first Consensus Building Workshop was held on September 29, 2005 from 5:30 to 9:30 PM. Please click here to view the Meeting Notice, Slide Presentation, and Maps/Handouts. The purpose of the meeting was to openly discuss key issues such as:

1. Land Use & Transportation Growth

2. Travel Demands & Issues

3. Alternative Improvements

A cross-section of approximately 60 individuals (residents, merchants, business persons, developers, and public representatives) attended the workshop. The attendees were broken out into 7 groups, with each group reviewing the data and preliminary alternatives (see Maps/Handouts). At the workshop’s conclusion, each group made a brief presentation of their ideas and opinions; and an overall consensus was reached to eliminate 15 of the original 20 preliminary alternatives for the 5-Points Intersection. The 5 remaining alternatives would then be subjected to more in-depth technical analysis by the Study Team. The 5 final alternatives included:

1. Alternative A (Roundabout)

2. Alternative F-1 (Gardenview Alignment)

3. Alternative F-2 (Vacant Land Alignment)

4. Alternative F-3 (Rolling Acres Alignment)

5. Alternative I (Vacant Land Alignment)

 

The first Alternatives Public Meeting was held on March 7, 2006 from 5:00 to 7:00 PM. Please click here to view the Meeting Notice and Slide Presentation. Approximately 250 persons attended this meeting. The purpose of the meeting was to review the final alternatives for improvements to Woodbine Road, Chumuckla Highway, and the 5-Points Intersection. Plans and Typical Sections were presented for the proposed widenings along Woodbine Road and Chumuckla Highway; and for the intersection alternatives at 5-Points intersection. Three intersection alternatives were presented as follows:

1. Alternative F-1 (Gardenview Alignment) ….. Overriding Negative Comments were received on this alternative.

2. Alternative F-3 (Rolling Acres Alignment) ….. Overriding Negative Comments were received on this alternative.

3. Alternative I (Vacant Land Alignment) ….. General Positive comments were received on this alternative.

A new alternative for the 5-Points intersection was suggested by the public during this meeting. It consisted of a re-aligned Chumuckla Highway connecting southwesterly onto Quintette Road. A continuation of Chumuckla Highway southerly would then cul-de-sac just north of 5-Points. Click here to see a sketch of this new alternative. The Study Team agreed to evaluate this new alternative and report their findings back to the BOCC.

 

The second Alternatives Public Meeting was held on August 3, 2006 from 5:00 to 7:00 PM.  Please click here to view the Meeting Notice and Slide Presentation.  Approximately 150 persons attended this meeting.  The purpose of the meeting was to review the final two alternatives for improvements to the 5-Points Intersection.  This included review of the new alternative proposed by the public at First Alternatives Public Meeting and Alternative I (Vacant Land Alignment).  It should be noted that Alternatives F-1 (along Gardenview) and F-3 (along Rolling Acres) had been eliminated from further consideration as a direct result of the public input received at the last meeting on March 7, 2006. 

Results of the August 3, 2006 meeting were mixed with some support for each of the two alternatives and some questions/issues raised on each as well.  Some of the issues raised by the public included:

  1. Chumuckla Road is an evacuation route and Alternative I would be preferable.
  2. Both alternatives will require minor modifications to reduce traffic cutting through neighborhoods.
  3. Minimize widening along Berryhill Road.
  4. Consider noise impacts for both alternatives.

As a result of this meeting, both alternatives will advance forward into the Second Public Workshop which has been scheduled for September 21, 2006.  At this Consensus Building Workshop, each of the alternatives will be subjected to more in-depth evaluation by teams of residents and local area persons and a consensus reached on the advantages/disadvantages of each alternative.  Following this Workshop, a Preferred Alternative will be identified for consideration by the Santa Rosa BOCC.

 

The Second Consensus Building Workshop was held on September 21, 2006 from 5:00 to 9:00 PM. Please click here to view the Meeting Notice and the two Slide Presentations (Presentation 1; Presentation 2). The purpose of the meeting was to openly discuss key issues such as:

1. The 2 Final Alternatives at 5 – Points

2.  Widening Woodbine Road

3.  Specific Design Details including: access control, sidewalks, bicycles, lighting, landscaping, traffic calming, driveways and drainage.

A cross-section of approximately 60 individuals (residents, merchants, business persons, developers, and public representatives) attended the workshop. The attendees were broken out into 6 groups, with each group reviewing the data. At the workshop’s conclusion, each group made a brief presentation of their ideas and opinions; and an overall consensus was reached to move forward with Alternative I, subject to the following concerns being addressed:

  1. A re-evaluation of the proposed cul-de-sac on Quintette should be undertaken.
  2. Impacts to the underground gasoline tanks should be re-examined due to their high cost.
  3. Efforts should be considered to reduce impacts on single family homes.

General support was also reached on the use of an urban, 4-lane cross section along Woodbine with a landscaped median and curb/gutter/sidewalk on each side.

Public Hearing
This will be the formal presentation of the study process and recommendations in full compliance with federal and state requirements for Hearings. Scheduled for December 11, 2006.

Unscheduled Meetings
These will be held as requested by the County with interested groups.
