The Commissioners and staff welcome you to this information site for the Woodbine Rd. / Chumuckla Rd. Corridor PD & E Study. Santa Rosa County has initiated this important study as the very first step in the development of transportation improvements in this portion of the County.

PD & E stands for “Project Development and Environment” and represents a study methodology typically undertaken by the Florida Department of Transportation. In order to assure that Santa Rosa County can qualify for potential federal and state funding to implement the study recommendations, the County Commissioners have opted to comply with this study methodology.

This website will provide you with key details and schedule information about the Woodbine Rd. / Chumuckla Rd. Corridor PD & E Study. It will be regularly updated to assure that you know what is happening. We encourage you to visit this website regularly and to sign up below for the project mailing list. Meeting announcements will be mailed to everyone on this list prior to project public meetings.


The goal for this PD & E Study will be to establish the framework for needed future transportation improvements in the Woodbine Road / Chumuckla Road Corridor. This will include identification of the engineering design parameters, any required environmental mitigation features, preliminary construction cost estimates, and any new right-of-way needs. To achieve this goal, we will:

1. Follow federal procedures
2. Interface with existing plans
3. Provide connectivity with US 90
4. Integrate improvements into the community
5. Accommodate significant regional growth
6. Provide for improved mobility
7. Serve all modes of transportation
8. Meet today’s design standards
9. Seek out public input
